Per Chad's recommendation, using Microsoft's open source ecosystems page vs the FOSS Fund-dedicated page

Nice, thanks @jeffwilcox! :) For the record, I learned about this page from @emmairwin. I see it currently has the FOSS Fund above the fold, but also tells a wider story about Microsoft's ecosystem investments that I think is worth promoting. 👍
