Updates to largest projects

Projects add up to more than 100% of the country totals. Examples:

• https://dev.fossilfuelregistry.org/co2-forecast/eg?productionSourceId=3&projectionSourceId=100&reservesSourceId=1 top projects addd up to 200% of Egypt country total.
• https://dev.fossilfuelregistry.org/co2-forecast/ir?productionSourceId=2&projectionSourceId=100&reservesSourceId=1 Mansoori project adds up to 944% of country total.

Two possibilities:

1) Data quality issue from GEM 2) Flaw in calculation engine either at country, or project level.

Need to determine which.

Second issue: projects display different proportion of a national total at top level (when they are in the list on country template) than when on their own page. E.g....Notchen Coal Mine is listed as 109% of Germany's national emissions in largest project... https://dev.fossilfuelregistry.org/co2-forecast/de?productionSourceId=2&projectionSourceId=100 But when clicked to project page this has been reduced to 5.94% https://dev.fossilfuelregistry.org/co2-forecast/de?productionSourceId=15&projectionSourceId=100&project=Notchen+Coal+Mine
