Ingest Colombia production data #77

co_projects_211004.csv co_projects_data_211004.csv No OC reconciliation because Colombia business register is not open. Multiple entries per project in projects table because company-project relationship is many-to-one.

Hard to make sense of. Just starting with Abanico: 4 companies in project file, 3 companies in data point file? but why is one repeated 4 times? And why is there two different volumes for 2020 gas?

Why do all have oc_operator_id = 19?

Project data updated - companies removed (they should only be in core project file), and double entries merged co_projects_data_211015.csv .
