Percentage of embodied FF for projects is incorrect #92

The percentage of overall country CO2e equivalent shown in the project selection on the country page is occasionally but usually incorrect with some values in the thousands of percent, percentages of individual projects that add up to > 100%, etc. See screenshot (Algeria)

This looks like it's been partially fixed, but there are definitely still some data issues. See below (Same table of Algerian projects)

11.29.11 - Data looks good... can go country by country if needed to check this before closing.
