Overall pull request

• The workflow for checking commit messages is being used across all repositories in Fosslight Hub.
• We plan to manage the workflow that checks commit messages in the .github folder and use it across other Fosslight repositories.

Troubleshooting

invalid value workflow reference: references to workflows must be rooted in '.github/workflows'

• When one workflow references another, the referenced workflow must also exist as a yml file within the .github/workflows directory.
