change VERSION to v1.0.3

This PR changes development version to 1.0.3. remove redundant environment name of VERSION and IMAGE_VERSION.

Notes:

• keep concheck version 1.0.2
• keep version 1.0.2 in instruction and sample
• daemon/cni use IMAGE_VERSION
• operator use VERSION
