verify the content when a user other than BASIC adds it #109

as in if an ADMIN or SUPERUSER is adding an event through the data entry, the content should automatically be verified and not have them go through another route just to verify the content

@des-des how can we access the role of a user through the data entry, any idea ?

hmmm now thinking about it maybe the OTP API should have control over the verify field, it would easier to do it on the API ( i think )

this was discussed in meeting with @des-des that the OTP API will handle it
