Implement Event permissions

• [x] add permissioning middleware to update and delete events
• [x] amend loads of tests
• [x] update docs

UPDATE: 9/10/17 assigning @m4v15 to check out the tests I changed (and the permissions I chose for events), all i have left is update docs.
