Disable transformation prompt on Bastion tab #4712

If you accidentally drop an actor outside of a designated slot on the Bastion tab, it triggers the transformation tool. I think it is reasonable to assume that this tool is never intended to be triggered by any actor dropped onto anywhere on the bastion tab.
