[Feature]: Consider adding some additional effect items for the tracking of contextual modifiers

What is the feature?

the text says this The wind imposes a –2 circumstance penalty on auditory Perception checks and on attack rolls for ranged physical attacks, such as arrows. it'd be useful to have such an effect to drag onto all PCs, and for it to be already active on NPCs, linked in the journal
