This one is thorny and harder to implement than #649 but would address the same issue and offload some of the responsibility for providing a full tags list from the Character Gallery proper. I'm not convinced it's the best path to take though. It also would remain to be seen if they should be allowed to add new tag groups as well as tags within existing groups, etc.
