[Feature]: Changes to the barbarian Rage effect #768

What is the feature?

When using the barbarian Rage feature, there's an effect tray to apply the Rage effect. This results in duplicated effects on the Barbarian.

It would be better if the rage effect on the item was enabled, and had Apply to Actor disabled.

The creation of the duplicate effect is a system bug and if Apply to Actor is disabled players are not shown the effects tray to apply the effect to Tokens they own. We're exploring a fix for the system bug and changes to how we handle the ability to apply active effects that may make Apply to Actor no longer a requirement.

In the meantime I figured the duplicate active effect was worth the benefit of being able to use the application tray.
