Correct a bug which prevented a base audio effect from playing when the sound was muffled, if no muffled effect was defined. #10862

Steps to reproduce:

Set an ambient sound up with a muffled effect,
Position the effect so that it is contained within a box of normal walls, with a secret door at one end
Place token outside the secret door

Audio continues to play without applying muffled effect
