Two Sylph Feats arent Affecting their Speeds #1700

The Level 1 Sylph Feat Swift doesnt add the 5 Extra to your Base Speed and the Sylph Version of Eternal Wings (LvL 17) doesnt add the Fly Speed. Its lacking by base the Rule Elements for this I just stole the necesarry rules from Other Feats Like Nimble elf and Eternal Wings (Asiimer)
