I'm seeing this same bug; and as an additional detail, it looks like the item bonus from boots of bounding IS applying to the climb speed granted by ring of climbing, but it is doing so after the halving has been applied, rather than before the halving as would be expected. The status bonus from being a monk isn't being factored in at all.

This is because the boots give a bonus to speed while the class feature gives a boost to land-speed. I'm not sure which of these is correct, and what should happen with the ring of climbing

Still a problem. Speed penalties are also not applied.
