Merges resize-wa-image-css -> master

Modifying CSS for wa img tag to be smaller based on issue https://gitlab.com/foundrynet/world-anvil/-/issues/22. Verified the image still works in Chrome and native (MacOS). Also verified that it still works when there are a lot of folders and scrolling.

Good contribution - although the button (which was previously in the footer) needed to be moved up to the header with the other action buttons, so I've done that now. Appreciate your contrib tho.
