[PATCH] VCSRename command for git #30

I've often been in the middle of editing a new file when I realize I want
to tweak the name a bit. This patch implements a "Rename" command for git
which allows this.

My apologies for the long delay.  I'm looking at this now, and will merge it in 
once I factor out some of the common stuff into the base plugin and implement 
it for some of the other VCS extensions.
