Describe the bug
On Windows with Ogr 3.1.4. datasets containing null values behave oddly when exporting with STRING_QUOTING=ALWAYS.
Sometimes it replaces null with single quote " or some other characters (check the screenshots).
To Reproduce
Steps to reproduce the behavior:
Export harbous layer from test_data.gpkg on Windows
Check the row 3 of the output csv inside the zip
Expected behavior
The value should be "". One oher alternative is to use some other STRING_QUOTING option.
