Change Misc utils to be compatible with Init #5

Change the miscellaneous utilities to end with RETURN instead of LBR O_WRMBOOT to be compatible with the new Init command.

Might as well change req and seq commands, too. But the other ones wouldn't be called from init so no need to change them.
