Redo user/pref tabs #34

The tabs on the user and preferences tabs should be redone to
a) fit in better with the look of the site
b) be based off the anchor in the URL (so links can be like 
user.php?id=1#writing or whatever)

The code would probably be based off the current code, but modified.
