Independent show/hide and enable/disable funcionality for sidepanels #765

Disabling a sidepanel in preferences removes it from saved pydock.xml now. It's 
Ok. But when I enable it next time the layout will be different. It would be 
good if we can just show/hide enabled sidepanels without disabling (end 
removing it from pydock.xml) them in preferences. (Disabled sidepanels 
shouldn't have to run in the background too.)
