offline installation

i have the high sierra offline installer image and i tried using a bootable usb but that doesn't show up in clover even though i added the usb in basic.sh i also tried using the img directly and adding it in basic.sh but it didn't work i know it's possible but idk how

ps: i can't use the online setup cuz i get error in the downloading process and i have limited data so i can't keep trying to download forever

I have been trying to pass through my usb into QEMU but Mac OS can’t detect it. How did you do it because I want to create a bootable usb so I can do dual boot on my pc
