Add capability to save response in FITS file #76

get_foxsi_resp.pro - This function computes the FOXSI response. I added the capability to save the response in a FITS file. foxsi_resp_fxbh.pro - creates FITS header from response structure foxsi_resp_fxbw.pro - writes response and corresponding energy array to FITS file

I think I sorted out the issue for now, and make_spectrum.pro no longer appears in the list of changed files.
