EA foxsi3 collimators #94

This is a simple code that does TWO things:

  1. Fixes the problem of using get_foxsi_optics_effarea when not loading the FOXSI_PARAM variables. This is when the user does not use the YEAR keyword.

  2. Implement the effect of the Collimators for modules X4 and X5 on FOXSI3.
