Update to read from shell parameters and added configurations #58

This update moves to always calculating the total effective area by summing shell effective area. It also provides new configurations which includes potential descopes such as reducing to one telescope as well as reducing some appropriate shells.

Why not remove foxsi_load_optics_effective_area.pro and effective_area_per_module.csv?

Also, if you're not going to update the Python side (yet), then you should add some kind of warning to the Python code that the effective areas there are out of date.
