Done criteria

Listen on configurable port for UDP messages
Validate incoming packets
- If it's a host private id and it doesn't have a relay, create one and reply OK
- If it's a host private id and it does have a relay, reply OK
- If it's not a host private id, ignore
- If failed to create relay, reply with error message
Update host entity
