Add library documentation for weigh #26

Note that the library uses some features which are not in the library yet: https://github.com/fpco/weigh/pull/41

I actually had to implement them for this documentation.

I have created a branch which attempts to fix the CI failure: https://github.com/fpco/haskell.fpcomplete.com/tree/fix-snippet-checking (Not able to create a PR for that because of some github issue)
