Consider moving to GitHub actions #134

CI is currently not working because we haven't moved to travis-ci.com. @roberth asked me to enable travis-ci.com, and I asked @snoyberg , who suggested to move to GitHub actions.

If that it easy to do, it might be desirable going forward.
