Originally here. Here is a list of steps to get this off the ground:

There should be Haddock documentation for the exposed exports in Stackage.CLI, for us and because this will be a public project eventually.

I believe that all the "getting off the ground" steps are now complete.

Confirmed. Let's proceed next with the stackage sandbox command and finishing touches for open sourcing in separate issues.
