Notes

I changed the funded/unfunded calculations based on the directive from our last check-in. I wrote down the requirements in a comment in #189. This change required me to rework one of the totals in the CIP planner code.

Includes some changes to the fixtures.

• visit review app: https://ccfp-asset-d-feature-ph-6rzdsx.herokuapp.com
• add some funding to a phase
• confirm the calculations are what you expect on the phase detail page
• confirm calculations are right in the cip planner
• export a cip and make sure the data looks right
