Write user documentation

We'll need to cover this non-comprehensive, wip list:

• [x] how to login as a regular user
• [x] how to login as an admin user
• [x] how to add/edit/delete users in the admin dashboard
• [x] how to add/edit/delete project
• [x] how to add/edit/delete a phase
• [x] add/edit/delete funding
• [x] add/remove assets to a phase
• [x] promote assets to another phase
• [x] create a new CIP portfolio
• [x] add/remove phases from the portfolio
• [x] search/filter projects to add to a portfolio
• [x] export the portfolio
• [ ] how deployment works (more on this once we setup the app on AWS)

Write up what you can and I can fill in the rest. For the first draft don't stress on detailed writing — an outline with some screenshots is enough and we can flesh it out from there.
