Take advantage of new trail_subsystem_id field #27

Currently the system creates a trail system record based on the trail_subsystem name field. Now that there is a specific id field we can use that.

This was done in 2019 with https://github.com/fpdcc/trailsyserver/commit/03187ac69f0962a574dc16899a029bec1c199389

There is some clean up that needs to happen with older alerts in production.
