Set up github actions #37

Branch for setting up GitHub actions to improve our CI process. Instead of using our local apps like sonarqube, etc., it seems better to use GitHub actions.

It looks like this is specifically stale issues and PRs being marked as such. Do you know when issues and PRs are considered stale by this? And presumably it just adds a label to them?

I should have just made this a draft. It's just an experiment to mess around with GitHub actions. The stale issue/PR action is just a canned example they had, not necessarily something that we want/need.
