Start top down refactor #3

This is the original pix-plot library by YaleDHLab with the following changes to prepare for refactor:

  1. Search-and-replace pixplot with clipplot
  2. Changes to readme
  3. Barebones setup to start developing with nbdev
  4. Copied legacy pixplot library into clipplot_legacy folder
  5. Yale license carried, just applying to the clipplot_legacy folder
