Make 'Report'-Tab accessible for coordinators #270

Currently the reports are only accessibly for users with role "orga" or "admin". In my point of view track coordinators also should have access to them. Typical URL: https://frab.cccv.de/en/32c3/reports

Sehe ich genauso, für den Congress musste ich die Reports immer händisch rauskopieren und an die Teams weiterleiten. Inzwischen mache ich genau deswegen alle Track-Teams zur Orga, wo ich nicht genau weiß, was ich mir sonst noch damit einhandle
