A "fishing in line" symptom: check recent changes to the "change grounds" algo and correct #98

Fixed. Was the result of a logic error in dealing with the change of grounds workflow. The error was active when the area_monthly_closure option applies. The closest ground for the change was systematically chosen creating a "fishing in line" effect. This lgic error was introduced only in the most recent versions
