Improve other-packages task-list page in docs #759

  1. Add APx package [close #752]
  2. Add fractal-helper-task [close #754]
  3. Re-generate the list in GitHub actions EDIT: we now generate the list from mkdocs itself, via https://oprypin.github.io/mkdocs-gen-files
  4. Support setting a package description [ref #752]
