Chrome: Using the quote format button without selection doesn't put cursor within quote #212

If you're in the WYSIWYG editor and hit Control + Q, type in "bob" and press enter, the cursor appears after the quote rather than between the two horizontal rules.

Fixed for 2.2.0a6
