Forest unit tests #13

Created a utility function to load sif files and two new Forest unit tests

One tests the behavior of the sif file loader
One tests how Forest uses the w parameter

The w unit tests use a small network and set of prizes. They confirm that Forest generates the expected optimal subnetworks for different values of w.
