Option to skip LaunchBox's checks if rom exists when already cached #16

LaunchBox checks that the archive file being launched exists before attempting to extract it or play it.

If the archive is already cached, would prefer to skip this check and load straight from the cache. This offers several benefits:

If the game exists on a slow disk or network location, don't want to have to wait for that device to respond to begin playing
- This would also help address #15
When LaunchBox + emulators are configured on a laptop\PC and ROM archives on a network location, the laptop\PC can be disconnected from the network and continue to play cached games. Handy for taking the laptop\PC to a friend's place to play (after pre-caching some games).

If a game is already cached, the Select ROM in Archive right-click menu could also query files from the cache, rather than listing the archive.
