Add instructions for configuring a PPTP server #2

Win9x supports PPTP as a VPN transport, and with the TUN/TAP bridging this could be used to connect an ipxbox server with a PPTP server, so dosbox clients could play with real Win9x clients.

Needs some exploratory work to confirm that IPX can run over PPTP with Win9x, but it would be nice to include some setup instructions.

Went a bit further and implemented a whole PPTP server! But there are now instructions for how to use this too.
