Acceptance criteria:

[x] SDK functions for calling all the extrinsic functions in pallet-fragments (fragments.create(), fragments.buy()` etc.). Note: The SDK functions will use the aforementioned "TypeScript enums" for some of its parameters.
[x] Include error handling
