added Bulgarian translation #111

Only the translated XMLs, probably the language has to be added into the array too.

@gaddas we are now using Crowdin as a translation system. Could you please send an email to frakbot+fweather@gmail.com so I can enable you to that system? I'll merge this PR as soon as possible, so you won't have to translate everything again.

This commit has been merged (see 55dc3f81c7ffc234ef8c3448128ed11627890af7). Scheduled for v3.

In the meantime, @gaddas, could you please email us at frakbot+fweather@gmail.com so I can enable you to crowdin? More strings will be added soon, so let's keep in touch.
