Our team feels that since the user guide and developer guide is meant for different audiences, we should not force them to go look for information in another document.
Furthermore, consistency is already supposed to be maintained between DG and UG for cross-reference purposes and documentation rigour, so we feel including one copy of glossary in each is acceptable.

Not sure if including a duplicate Glossary table at the DG when there is one at the UG will be good. The devs will need to remember to update both table to ensure data is consistent between the duplicated tables.
