Several users have requested a feature wherein new ESP messages are accompanied with an incoming message beep; this PR adds this feature behind a Region.NEOHABITAT_FEATURES flag.
Furthermore, I've added a few new special commands.

//c MESSAGE - Sends a message to all other online Oracles
//l AVATAR - Locates an Avatar
//w - Tells you what Elko context you're currently in
Finally, global announcements are now accompanied with a beep, useful if Oracles wish to draw attention to something in-world.
