The bureaucrat functions a lot like the fountain. You place your cursor over the object and start talking to it. Originally, the bureaucrat was meant to be given new functionality over time such as turf transfers, scheduling of public facilities, advertisements, announcements, and etc. The bureaucrat has now recently been given the ability to send an announcement to all Avatars.
To send an announcement with the bureaucrat, start your sentence with "SEND:" and then type whatever you want after that. The bureaucrat will also mention the name of the avatar who sent the announcement. So, you better think twice before spamming that PA system, lest an angry mob should appear.
