Adds Sensor.java #274

The sensor is a device that scans the regions for any weapons. If a weapon is detected within a region it will emit a loud noise and begin to blink. Otherwise, if no weapons were detected it will emit a low-pitch sound and it will not blink. The sensor currently only scans for weapons.
