Corrects Dnalsi teleporter, adds test user #285

While testing some of the new Spine metrics features, I found that the Dnalsi teleporter did not have a -pop prefix. This PR adds this alongside a new bot user, phil, and support to the DB Makefile to support dnalsi-only building.

Dnalsi island should not have a pop-prefix (according to the original design and implementation.)

The prefix should be dnalsi- and the address can be several aliases: island, beach, dnalsi, etc.

Teleportation there should work if you enter the entire address. dnalsi-island or any of the aliases.

The address for this teleport is still wrong. Dnalsi Island is not supposed to be part of the "pop-" area code. Please change it to be "dnalsi-island" or something with a different area code.

While waiting for the teleport address to be corrected, this old PR has aged out and contains a conflict. I'm going to close it, and ask that it be fixed and resubmitted with the teleport address I requested and whatever other changes were meant to be integrated.
