POST GDC: Review Downtown regions #329

It has recently come to my attention that certain Downtown regions are still disconnected or incorrectly linked. After GDC we need to recheck the Downtown regions and fix any issues with them.

Please keep in mind that none of these region issues are game breaking in anyway for GDC.
