Various region tweaks and additions to help restore Populopolis back to its original state #349

I'm not clear, if I pull this request, will the server DB build break? (see item one.)

Also - there are so many changes, does this require/expect a full DB remake or should we (I) make a script to recompile just the effected regions?

Regarding the Astroturf stuff, that won't change anything yet. That's just there for when Steve is able to help me fix up a couple of regions that won't complete a full Astroturf pass (which needs to be done manually and doesn't conflict with anything else).

My idea is to get it running to completion, test them out and then replace the entire Popustop folder with these freshly baked regions. It'll save having to tweak the depths one by one. That will need a full db wipe as the autogenned object refs will be different.

As for the rest of this commit, it should be okay to recompile just the affected regions. The majority of it contains new regions that aren't inworld currently. I did replace the sign objects in Woods_5x and Woods_5y with short_signs instead but they would likely be the only potential issue. We could manually delete those ("ref": "item-sign2.Woods_5x" and "ref": "item-sign2.Woods_5y" respectively).

Just bumping this PR in case I can help shed light on anything else that needs resolving to merge this. To make it clear, regarding item 1, the server DB build will not break. Astroturf is not run at compile time.
